A Parish Council meeting was held in the Village Hall, West Burton on Tuesday, 3 December 2024
Present: Miss Jane Ritchie, Mr Andrew Landau, Mr David Dent, Mrs Sally Sahin and Mrs Victoria Whitehead, Councillors, Mrs Susan Ryding, Clerk and Mr Richard Nolan, Assistant Clerk.

The minutes of the Parish Council meeting held on 5 November 2024, having been circulated to all Members, were confirmed as a true copy, and duly signed by the Chairman. - Clerk’s Report
The Clerk reported on the following matters:- Email from Yorkshire Water
- Solar streetlights
- Donation from May Fair funds
- Community Anchor Organisation
- Consultation on cemeteries
- Council finances
RESOLVED: That information on the Council’s Emergency Plan, and other measures taken to deal with emergencies, should be forwarded to North Yorkshire Council.
- Precept
The Clerk reported that the form for the Precept for £7,800.00 had been sent to North Yorkshire Council.
RESOLVED: That the rise in the Precept should be reported in the January Newsletter. - Calendar of meetings
The Council discussed the proposed calendar of meetings that had been circulated to Members earlier.
RESOLVED: That the proposed dates are approved and should now be sent to the bookings officer of the Village Hall, and, at her request, to PCSO Sharon Diamond. - Risk assessments
Councillors considered the financial and other risk assessment and the Parish Caretaker’s risk assessment which had been circulated earlier.
RESOLVED: That the risk assessments are accepted and approved, and that the insurance arrangements should remain as they are now. - Land by Flanders Hall
The Council considered correspondence received from the owners of Flanders Hall. It was noted that the delay in resolving the issue for many years had been at the request of the owners of Flanders Hall and not at the request of the Council. Councillors also noted that the suggestion of a meeting with the Council’s legal adviser to help resolve the issue, had been accepted by the owners.
RESOLVED: That a letter should be sent to the owners to suggest a meeting with the Council’s legal adviser and clarifying the situation as far as the Council was concerned. - Request for support for tree planting
The Chairman reported that she had received an email from Mr Steven Kemp asking for a letter of support for the planting of trees and hedgerows in a field in the Parish. This support had been requested by the Yorkshire Dales Millennium Trust. The Chairman had replied that more details of the extent of the planting and the exact location would be needed before the Parish Council could consider supporting it. This had not yet been received.
RESOLVED: That the Chairman would contact Mr Kemp by email to ask him for further information on the proposed planting. - Items for the January Newsletter
The Council considered items that should be included in the January Newsletter.
RESOLVED: That the Clerk should note these suggestions and include them accordingly. - Invoices
There were no invoices which were due payment. - Notice of meetings and reports of meeting and events attended
Councillors received reports from meetings attended and noted the dates of forthcoming meetings and events. - Items for the next agenda
RESOLVED: That in addition to any matters mentioned above, the following items should be brought forward to the next agenda.- A request to put tables and chairs on the Green.
- Proposed letter to the ICB regarding funding for the GP practice.
- Further consideration for items for the next Newsletter.
