– Minutes – 5th Jan 2021

A virtual Parish Council meeting was held in the Village Hall, West Burton on Tuesday, 5 January 2021.

Present: Miss Jane Ritchie, Mr Andrew Landau and Mrs Sally Sahin, Councillors, and Mrs Susan Ryding, Clerk

  1. Apologies

Apologies were received from Councillor Beth Daley and Councillor Rowland Dent, and the reasons for their absence were accepted and approved. 

 

  1. Declarations of interest

There were no declarations of interest.

 

  1. Minutes

The minutes of the Parish Council meeting held on 3 November 2020, having been circulated to all Members, were confirmed as a true copy, and duly signed by the Chairman

 

  1. Clerk’s Report

The Clerk reported on the following matters:

    • Christmas tree
    • Reading Room footpath
    • Debris in the Beck
    • Welcome packs
    • Online payments from the Council bank account
    • Clerk’s salary and PAYE

RESOLVED:  That cheques for £25.00 should be sent to each of the Yorkshire Air Ambulance and the Great North Air Ambulance as a donation in lieu of the cost of the electricity to power the Christmas tree lights, as arranged with the owner of the Black Bull

 

  1. Bank reconciliation and report from the RFO

The Responsible Financial Officer reported that the bank reconciliation was awaiting the arrival of the bank statement which had not yet been received.  As soon as it had been received, a bank reconciliation would be circulated.

RESOLVED:  That Councillors would consider the bank reconciliation in due course

 

  1. Parish Council insurance cover

The Council considered quotes from Zurich Municipal for insurance cover at a fixed cost for five years, three years or one year.

RESOLVED:  That the quote for five years, at a cost of £454.85 per annum, is approved and that the Clerk should notify Zurich Municipal and obtain the appropriate invoice

 

  1. Internal audit of the Council finances, and appointment of an Internal Auditor

Councillors reviewed the Procedure for the Internal Audit of the Council’s Finances which had been circulated before the meeting, and the appointment of an Internal Auditor.

RESOLVED:  That Councillors approved the Procedure for the Internal Audit and that Mrs Pauline Beckett should be asked if she would again undertake the duties of Internal Auditor.

 

  1. Garden area next to the Mill

The Council considered a request from one of the owners of the Mill for the clearance of the garden area adjacent to the property which has become very overgrown.

RESOLVED:  That the Council agrees that the work should be done and that the Clerk should ask Mr David Allen of the Wensleydale Tree and Horticultural Services Ltd if he would undertake the work and provide a quote

 

  1. Invoices

A cheque for the following invoice was signed.

    • C H Fawcett (Christmas tree) – £144.00 (VAT £24.00)

 

  1. Notice of meetings and reports of meeting attended

The Chairman reported that she would be attending an online meeting of the Yorkshire Dales National Park on 20 January 2021.

 

  1. Circulation of documents

Councillors noted that circulation of documents is not recommended practice at this time.

 

  1. Items for the next agenda

RESOLVED: That in addition to any matters mentioned above, the following items should be brought forward for the next agenda

    • Repair of the track by Hartle’s Butchers
    • Parking in the village during the summer months

 

There being no further business, the meeting closed at 8.00 pm
