– Minutes – 5th Nov 2019

A Parish Council meeting was held in the Village Hall, West Burton on Tuesday, 5 November 2019

Present: Miss Jane Ritchie, Chairman, Ms Beth Daley, Mr Rowland Dent and Mrs Sally Sahin Councillors, and Mrs Susan Ryding, Clerk

Also present:  Mr Peter Wheeler for Item 5.

1.  Apologies
Apologies were received and accepted from Councillor Andrew Landau

2.  Declarations of interest
There were no declarations of interest.

3.  Minutes
The minutes of the Parish Council meeting held on 8 October 2019, having been circulated to all Members, were confirmed as a true copy, and duly signed by the Chairman

4.  Clerk’s Report
The Clerk reported on the following matters:

  • Pumping station at Waterfall Cottage
  • Parking on the Green
  • Parish website
  • Street lights
  • Sandbags

RESOLVED:  That the Council would consider another quotation received concerning the website and that this matter should be brought forward to the next meeting after the Clerk’s meeting with Mr Martin Dimmock

5.  Review of arrangements for Bonfire Night
The Council received a report of an accident that had occurred on Bonfire Night on 2 November.  Mr Peter Wheeler and the Clerk were investigating to try to ascertain the exact details.  However, Mr Wheeler had spoken to the gentleman concerned and could confirm that he had been well attended by three medical personnel. Otherwise, the Council considered that the event had been a success and thanked Mr Wheeler and his team for their considerable efforts.


  • That the Clerk should see if a Bonfire Night safety course could be found that Mr Wheeler could attend
  • That the risk assessment for the event should be revised
  • That a cheque in payment for the fireworks for £1,095.00 (VAT £182.50) should be signed

6.  New plinths at the entrance to the Village
The Council considered drawings of a proposed design which had been sent through from A D Calvert and discussed options for removing the original stones and suggestion for a builder.

RESOLVED:  That the design is approved and the Clerk should confirm this with A D Calvert and contact the various people considered for the removal of the existing stones and building the new plinths

7.  Setting the Council Precept and internal control report
The Council received an internal control report from Councillor Beth Daley who reported that all was satisfactory.  The Council then considered setting the Council Precept for the year 2020/21 following the setting of the budget for 2020/21 at the last meeting.

RESOLVED:  That the Precept should remain unchanged at £6,600.00 and that the Clerk should complete and return the form to Richmondshire District Council accordingly

8.  Safety barrier over the entrance to the leat
The Clerk reported on a site meeting she had had with Mr Peter Iveson on Saturday, 2 November.  Mr Iveson had proposed that the barrier should be a grid of vertical bars set about 10 cm apart, similar to the railings above the leat.  This would enable the free flow of water and most debris, and ensure that small animals could get in and out.  The grid should be bolted to the wall to allow for removal in an emergency.  Mr Iveson would consult with a person who could fabricate a grid to obtain a quote for the cost.  Access would be required through the garden of the Mill, and the Clerk reported that this had already been obtained from the owner of the garden level flat.

RESOLVED:  That Mr Iveson should be asked to go ahead and obtain a quote for the type of grid he had recommended

9.  Repairs to the swings
The Council considered a quote of £210.96 (VAT £35.16) from GB Sports and Leisure for the new flat seats, chains and shackles.  There was a choice of colour for the seats of either black or green.

RESOLVED:  That the quote is accepted and that the Clerk should go ahead and place the order and should ask that the seats should be green

10.  Removal of the phone box in West Burton
Councillors considered a report that the phone box in the Village had only been used once in the last twelve months.

RESOLVED:  That the Council should not oppose the removal of the phone box in West Burton

11.  VE Day commemoration
The Council considered proposals put forward by the SSAFA Armed Forces charity for an event in the community to commemorate the 75th Anniversary of Victory in Europe Day on 8 May 2020.

RESOLVED:  That the Council did not wish to organise such an event

12.  Strategy for tackling loneliness
Councillors considered a consultation request on North Yorkshire’s strategy for tackling loneliness in the community.  The Council also reviewed the procedures already in place through the Emergency Plan for ensuring the safety of vulnerable people, and discussed the amount of community activities that take place on a regular basis that encourages participation by all in the Parish.

RESOLVED:  That the Council did not wish to comment on this strategy at this time

13.  Consultation request on the budget for Richmondshire District Council
Councillors considered a consultation request on the proposed budget for Richmondshire District Council.

RESOLVED:  That the Council did not wish to comment at this time

14.  Consultation request on the provision of services by North Yorkshire County Council
Councillors considered a consultation request on the provision of services by North Yorkshire County Council.

RESOLVED:  That the Council did not wish to comment at this time

15.  Invoices
Cheques for the following invoices were signed

  • J W Alderson & Sons – £40.01 (VAT £6.66)
  • West Burton Village Hall (rental) – £15.00

16.  Notice of meetings and reports of meeting attended
Councillors noted the dates of future meetings and received reports on meetings attended. 

17.  Circulation of the other documents
There were no other documents for circulation.

18.  Items for the next agenda
RESOLVED: That in addition to any matters mentioned above, the following item should be brought forward to the next meeting.

There being no further business, the meeting closed at 9.25 pm
